Road Work and Maintenance

Welcome to the Town of Ajax’s Road Resurfacing FAQs. Residents will find answers to commonly asked questions about how and when road resurfacing takes place in the Town of Ajax. Learn more about the process and what to expect during road maintenance projects.

Road Resurfacing

Description of work:

  • Remove and replace sections of concrete curb and sidewalk
  • Adjust existing catch basins and maintenance holes
  • Remove and replace asphalt roadway surface
  • Driveway, topsoil and sod restoration, as required

Enhancing residents’ quality of life by improving road conditions and road safety for many years to come is a priority capital investment for the Town.

The Road Resurfacing program will take approximately four months. Project times vary because there are multiple streets involved, and the contractors will be moving around between the streets designated for rehabilitation.

The Town of Ajax realizes that the construction work will be disruptive. We sincerely appreciate your understanding and patience during this time, and we will make every effort to complete the construction work as quickly as possible.

Residents will be notified in writing prior to work commencing.

Not all properties will be affected. A pre-engineering review is completed ahead of the project to determine required repairs based on condition of the concrete infrastructure, surface drainage concerns and storm sewer condition. Disturbance of any affected properties are limited to within the Towns Right of Way allowance and will not impact private property.

The contractor is responsible for watering new sod for 14 days or until it has taken root. Once the Town has reviewed the performance of the sod and confirmed it is healthy and actively growing, the homeowner shall take responsibility for sod maintenance.

The contractor is responsible for completing sod and driveway restoration, in kind.

In the event utilities are impacted during the construction work, we ask that the resident contacts their service provider (Bell, Rogers, etc.) and coordinate the repair for a timely resolution, at no cost to the resident. However, every effort will be made to minimize damage during construction.

Remove irrigation and/or other landscaping in conflict with the road’s right of way. Please be advised that the Contractor will not be responsible for any damage of private irrigation and/or landscaping within the Town’s right of way. However, every effort will be made to minimize damage during construction.

The roads will be open to all local traffic with lane restrictions. Appropriate traffic control measures will be implemented for safe movement of traffic; efforts will be made to minimize delays as much as possible.

A Notice of Construction is provided to all emergency services prior to construction. The contractor is responsible for always maintaining access during construction.

The resurfacing of municipal roads and associated curb, sidewalk and culvert repairs are a critical component of the Town’s infrastructure maintenance program. The roads to be resurfaced and/or reconstructed each year are prioritized based on the Town’s Pavement Management System, proposed developments, and coordinated with the Region of Durham’s construction projects.

While the Town strives to minimize disruption for residents and businesses, there will be some noise and dust, as part of the construction process. Access to driveways and sidewalks may be temporarily blocked at certain times during construction.

In the event sections of sidewalk are removed for replacement, the contractor shall provide safe access around the disturbed area for the safe passage of pedestrians.

A Town project inspector is assigned to the work area to monitor the project’s progress. Residents encountering issues or requiring information about the project can contact Town staff.

The Durham Region is responsible for garbage collection. Please place your waste receptacles out on your usual collection day. It is the contractor’s responsibility to move these materials to a location where they can be accessed by the collection vehicles or provide access to the collection vehicles to collect the waste successfully. Residents are recommended to place their house number on the bins during construction, if possible.

Contractors are asked to work between the hours of 7:00 a.m. and 7:00 p.m. Contractors may extend their hours of work during off-peak times, if deemed required.

Streetlights and Traffic Signals

Traffic Control Signals are signalling devices located at road intersections and pedestrian crossing to designate right-of-way of conflicting movements. The Region of Durham and Ministry of Transportation operate and maintain all traffic control signals in the Town of Ajax. The Works Department at the Region operates 24 hours a day, seven days a week, to ensure a safe road network throughout the region. If residents notice a problem with a traffic control signal, please report this trouble through the Region.

Depending on locations, intersections may use multiple signal timing plans based on the time of day and to reflect the changing traffic conditions. If you would like to request a signal timing plans, please contact the Works Department in the Region of Durham at traffic@durham.ca.

Traffic Safety and Management

We all have to do our part to keep the streets of Ajax safe. It is the responsibility of all road users, drivers, cyclists and pedestrians to ensure each other’s safety and wellbeing.

Road and Traffic Safety

Pedestrian Safety

  • Cross at marked crosswalks or traffic lights, not in the middle of the block or between parked cars;
  • Make sure drivers see you before you cross. Try to make direct eye-contact with drivers;
  • Cross when traffic has come to a complete stop;
  • Do not cross once the “Don’t Walk” signal begins to flash or once the light has turned yellow. Never cross on a red light;
  • Watch for traffic turning at intersections or entering and leaving driveways; and
  • Consider wearing bright or light-coloured clothing or reflective strips, when walking at dusk or in darkness.

Cyclist Safety

  • Obey all traffic control; ensure a complete stop is made at all stop signs and traffic signals when necessary.
  • Make sure drivers see you before you cross. Try to make direct eye contact.
  • Use hand signals when making a change in direction and coming to a stop.
  • Watch for traffic turning at intersections as well as entering or leaving driveways;
  • Consider wearing bright or light-coloured clothing or reflective strips, when walking at dusk or in darkness.
  • Have lights, a bell and reflectors as required by law in Ontario. Lights must be used 30 minutes before sunset and 30 minutes after sunrise.

Motorist Safety

  • Be patient, some pedestrians require more time to cross the street;
  • Always be looking for pedestrians and cyclists, especially when turning;
  • Stay alert and slow down on residential streets and in school zones;
  • Never speed, always drive the speed limit. If you do not see a posted speed limit then drive the Ontario default speed limit which is 50 km/h

Road Watch

The Ajax/Pickering Road Watch program allows residents to report traffic incidents and violations to the Durham Regional Police Service for follow-up. The committee is made up of volunteer residents, town staff, police and members of council who coordinate the program.

  1. To report any incidents of unsafe driving, fill in the Road Watch – Online Citizen Report Form. Traffic violation notice forms and drop boxes for the forms are provided at Town offices and participating businesses (locations can be found on the printable Citizen Report Form).
  2. Anyone who sees a traffic incident can record the details on the Road Watch Forms and drop them off for the committee. The forms ask for the name of the person reporting it, but this information is kept confidential.
  3. The forms are picked up by Committee members, all of whom have been administered the police Oath of Secrecy.
  4. The information is followed up by Durham Regional Police.

Traffic Calming

Keeping Ajax streets safe is a priority for the Town and using measures to “calm” the traffic is one way of achieving this.

Traffic calming is a term used to describe a combination of mostly physical features that are intended to reduce vehicle speeds, alter driver behaviour and improve safety conditions for everyone who uses the street.

The Town of Ajax has a Traffic Calming Warrant which includes a process to review all request received by resident and which outlines the appropriate conditions for the installation of traffic calming measures.

Keeping Ajax streets safe is a priority for the Town and using measures to “calm” the traffic is one way of achieving this.

In 2020, the Town of Ajax initiated a study to develop an Update of the Town’s Traffic Calming Warrant and Process from 2015. The updated Traffic Calming Warrant was adopted by Council in October, 2020.

Traffic Calming Warrant incorporates the latest best practices in traffic calming to address the variety of traffic inquiries relating to excessive speeding, traffic infiltration and collision frequency.

There are many methods of traffic calming. Some of the most common types of traffic calming measures are:

  • Lane narrowing
  • Speed humps
  • Raised crossings
  • Chicanes
  • Bump outs
  • Contrasting surfaces

Traffic Signals, Signs, and Pavement Markings

Report an issue

The Town of Ajax maintains all road signs and pavement markings on Municipal roads. All road signs that are missing or damaged are to be replaced and repaired. Please report any signage and pavement marking issues to the Engineering Transportation section at traffic@ajax.ca, by phone at 905-619-2529 or on the HeyJax mobile phone app available for iOS and Android.

Road Occupancy and Closure Permits

Installing a pool? Landscaping your yard? Looking to store a “pod” on the road? If the answer is yes, then it is the responsibility of any resident, business or contractor to apply for a road occupancy permit when you are carrying out construction work on the road or boulevard (the area between your property line and the road) or using a road or boulevard for any purpose other than allowed parking.

Construction activities on the road or boulevard

  • Temporary partial or full road closure
  • Temporary parking/ storage of construction-related equipment/ materials on the road or boulevard
  • Utility repairs or installations
  • Temporary placement of dumpsters or storage bins on the road or boulevard
  • Parades
  • Driveway widening within the boulevard (apron widening)
  • Newspaper box installations

Landscaping or altering of boulevards including but not limited to paving, interlocking bricks, artificial turf, river rocks, shrubs, etc.

  • Installation of decorative tree rings
  • Installation of any material other than grass or seed
  • Landscaping within 3 metres (10 feet) of any boulevard tree including landscaping on private property
  • Storage of materials or equipment within 3 metres (10 feet) of any boulevard tree
  • Installation of sprinkler systems

Submit a Road Occupancy Permit Application together with:

  • the required fee of $203.10
  • a Liability Insurance Certificate for a minimum of $2,000,000 naming the Town of Ajax as an additional insured
  • a traffic management plan and detour route for Town approval, in accordance with Book 7, Ontario Traffic Manual as amended
  • Where applicable, approved engineered drawings for the proposed work
  • Complete a Road Occupancy Permit application and request a road closure. (Note all closures up to 30 days must be approved by the Manager of Engineering and all closures greater than 30 days must be approved by Council.)
  • Provide a liability insurance certificate for a minimum of $2,000,000, naming the Town of Ajax as an additional insured.
  • Provide a traffic management plan and detour route for Town approval, in accordance with Book 7, Ontario Traffic Manual as amended.
  • Supply and post signs along the approaches with the details of the closure including road name, dates of closure and contact information – at least 10 days in advance of the closure.
  • Notify police, emergency medical services, waste collection and recycling, fire, Ajax Operations, transit services, school buses, etc. regarding closure dates and detour routes – at least 10 days in advance of the closure.
  • Formally notify all individual residents, organizations and businesses affected by the closure regarding closure dates and detour routes – at least 10 days in advance of the closure.
  • Supply, install and maintain all signs, barricades, traffic control devices, flag persons and other equipment/ persons as required for the proper and safe movement and control of pedestrians and vehicles.

Weight Restrictions

The 2025 weight restriction for roads within the Town of Ajax is began on March 1, 2025, and the final day of weight restriction season was on April 30, 2025. Signs will remain on all roads where these weight restrictions apply. Refer to the Weight Restriction map for detailed locations by the Region of Durham and the Town of Ajax.

When weight restrictions are in effect, vehicle loads are restricted to a maximum of FIVE TONNES per axle, in accordance with the Town of Ajax Traffic By-law.

On-Street Parking Changes and Restrictions

This permit allows all visitors and residents to apply for, and receive, a parking exemption for the prohibitions of parking longer than 3 hours and for parking between 1 a.m. and 5 a.m.

How it Works

  • 17 OUPPs available per year, per license plate (first 5 permits are free, and the following 12 are $12 per permit plus tax). Please note effective January 1, 2025, there is a temporary increase in the number of parking permits available through the OUPP system, until the Town’s Parking Master Plan is complete, to 28 OUPPs available per year, per license plate (first 10 permits are free, and the following 18 are $12 per permit plus tax).
  • Permits are valid for 24 hours.
  • Permits are available 24/7 online.
  • Permits are issued electronically and are automatically attached to the license plate – no print and display required.

Restrictions

  • Permits are not valid during active snow events, which could include the day(s) before, during, or after an inclement weather event, when plowing or salting are taking place.
  • Permits will not be valid if attached to a commercial vehicle greater than 7m in length or to a tow truck.
  • All vehicles must have valid licence plates belonging to the vehicle it is attached to.
  • It is the vehicle owner’s responsibility to park legally as all other provisions of the By-law will apply, (15m from an intersection, 3m from a fire hydrant, 1.25m from a driveways, etc. will still be in force).
  • By-law parking officers investigate parking complaints based on the time of day, type of complaint, location, etc. Parking enforcement is not staffed or designed to respond to immediate parking concerns.

Accessible Parking Permits

Did you know? Each year, Ajax By-law Services issues nearly 330 accessible parking tickets.

It is important to leave accessible parking spaces open for those who are legally entitled to use them and have an accessible parking permit. A driver or passenger with an accessible parking permit could have a disability or health condition that requires them to park close to the entrance of a building.

Please respect the space and keep accessible parking spaces open for the people who need to use them.

If a person is caught using an accessible parking permit not issued to them, or parks in an accessible parking space without a permit, they may be fined $350 – $5,000! Learn more about accessible parking permit requirements:

Did you know that drivers can receive a ticket for parking/stopping over a sidewalk or pedestrian path of travel? Fines range from $45-$60. Parking over a sidewalk creates a physical barrier for people who may be visually impaired, use a mobility device, or who may be pushing a stroller or pulling a wagon.
