On Tuesday, February 17, 2026, at 1 p.m. in Council Chambers, Town Hall, Town of Ajax Council will consider the passing of a By-law to lift a Holding (H) Provision in Town of Ajax Zoning By-law 95-2003, as amended, from the lands located along the north side of Rossland Road East, between Carruthers Creek and Audley Road North (the “subject lands”).

The removal of the Holding (H) Provision will enable the development of the subject lands on a phase-by-phase basis, starting with the first phase of development which applies to the portion of the subject lands municipally known as 460 Rossland Road East and 7 and 19 Mansbridge Crescent. The first phase of development consists of an 8-storey apartment building containing 323 units and 21 three-storey townhouse units. The first phase of development has been reviewed in detail through Site Plan Application SP11/22. Subsequent phases will be reviewed in detail through future Site Plan Applications.

The conditions for the removal of the Holding (H) Provision include:

  • The applicant enter into a Planning Act Section 37 Community Benefits Agreement with the Town no later than September 18, 2022, to the satisfaction of the Town.
  • The applicant convey a 0.96 hectare parcel of land located adjacent to Rossland Road East, Hilton Gate, and Styles Crescent for the purposes of a park upon site plan approval of the first parcel / building of the subject lands, to the satisfaction of the Town.
  • The applicant submit a site plan application to the Town for approval.
  • The applicant enter into a site plan/development agreement with the Town.

The conditions to remove the Holding (H) Provision on the subject lands have been satisfied.
